Eleven traders booked for irregularities

CHANGLANG, Jul 10: Eleven trading units have been booked under violation of various provisions of the Legal Metrology Act, 2009 and Arunachal Pradesh Legal Metrology (Enforcement) Rule 2011 in a checking carried out by Department of Legal Metrology and Consumers Affair, Changlang unit under the supervision of its Assistant Controller here at Changlang, recently.

Among the booked trading units, a trader was booked for using unverified/unstamped weights in commercial transaction while another was booked for non display of verification certificate in his trading premises as required under the provision of the above mentioned rules. Two traders were booked selling the packaged commodities beyond the maximum retailed price and the remaining seven traders were booked for selling the packaged commodities without proper mandatory declaration as required under the provision of Legal Metrology (Packaged Commodities) Rules 2011.

NES statement condemned

ITANAGAR, Jul 10: The Nyishi Youth Welfare Association (NYWA) has in a release today condemned the press statements made by Nyishi Elite Society (NES) president Bengia Tollum and his executive members saying that it tends to politicise the issue.   

The NES is a torch bearer for socio economic development of Nyishi community and is an intermediary of communal harmony and therefore, should not become political involved with any political party, said the NYWA and further sought resignation of Tollum on moral grounds.

Merger of DRDA employees in PR deptt. opposed

ITANAGAR, Jul 10: The Arunachal Pradesh Panchayat Technical Assistant Co-ordination Committee (APPTACC) has in a release today opposed the GoAP's proposal regarding the merging of the DRDA employees in the department of Panchayati Raj.

Stating that over 1247 contractual staff are already working in the department of Panchayati Raj in different posts like Panchayat Technical Assistant, JE, computer-cum-accountant assistant, computer operator, peons, drivers etc under various schemes, the APPTACC appealed the state government to focus on solving pending issues of the employees like non-payment of salaries on time and regularization of services instead of absorbing more staff from the other department.

 

Cyclone hits Moying and Ramsing

YINGKIONG, Jul 10: A heavy storm/cyclone caused extensive damage to both public and private properties and forests in Moying and Ramsing areas on July 7.

According to delayed reports from the villagers, the cyclone uprooted trees, electric poles, blown away house roofs, several water supply GI pipelines, destroyed several horticulture and cash crop gardens. Falling trees and tree branches blocked the Jengging-Moying-Bomdo-Tuting road.

However, there was no report of any loss of human life. DIPRO

 

ITBP assures help to keep Ward 2 clean and garbage free

ITANAGAR, Jul 10: Indo Tibetan Border Police (ITBP), Khating Hill has assured the forces' full cooperation in maintaining and keeping the Ward No. neat and clean and garbage free.

The assurance was given by Deputy Inspector General (DIG), ITBP Ajay Pal Singh during a meeting with Ward No 2 Councilor Tatung Tania and other officers of ITBP today.

The councilor sought the help and cooperation of the ITBP in collecting civic taxes, house marking with collection and disposal of garbage within the ITBP Complex.

The DIG assured to contribute gum boots, PT shoes, Khaki dress and raincoat three pair each to the workers and drivers of the concern ward. He also assured to pay the civics taxes regularly and extend every possible help whenever sought for, said the Ward No 2 councilor in a release.

The meeting was also attended by senior citizen Kup Teni, Ward No 1 councilor Biri Tugdo, Suraj Pal, (AC,TPT) of ITBP and other officers of the para-military force.

 

Interactive meet

ITANAGAR, Jul 10: An interactive meeting among the chairman of Arunachal Pradesh State Rubber Board, Field Officer of Rubber Board of India, Kimin SDO, CO/ BDO, Panchayat leaders and progressive farmers was conducted under the initiative of local MLA cum Legislative Assembly Speaker Nabam Rebia at Kimin today.

Arunachal Pradesh State Rubber Board Chairman Likha Maj informed that the state Govt. has decided to take up cluster rubber cultivation and set up demonstration plot under HCMMP at Papum Pare. He encouraged the progressive farmers on block/cluster rubber plantation for easy monitoring. He asked the Kimin BDO to submit the beneficiary list before July 25 through District Agriculture Officer.

Kimin CO cum BDO Liken Koyu urged the PRI members to select the beneficiaries in their respective Gram Sabha and submit the list within a week for further submission to the concern department.

PRI members for early construction of road

ITANAGAR, Jul 10: The PRI members, including ZPM of Seijosa urged the PWD Department to complete all necessary paper works as early as possible and invite eligible firm for construction of the Pakke Kessang- Seijosa and Itakhola road under NEC.

They further urged Chief Engineer (W/Z) to personally monitor the construction activity along with the ADC and PRI members so that the quality of the work is maintained and rood connectivity can be restored as early as possible. It appealed to various organisations and individuals not to create any hurdle in the process of road construction.

ITANAGAR, Jul 10: A free of cost year-long vocational training course on computer hardware maintenance will be conducted especially for SC/ST candidates with monthly stipend facility of Rs. 500 at Sub-Regional Employment Officer coaching-cum-guiding center here from Aug next.

Association appeals BSNL

ITANAGAR, Jul 10: The All Sangdupota Circle Youth Association (ASCYA) has claimed that the BSNL tower erected at Sangdupota four years ago is still not operating till date. They alleged that even though tower is rusting and about to fall down, the BSNL authorities has not taken any action to make it functional.

The association stated that due to non-functioning of BSNL tower, people of Sangdupota circle are facing lot of problem. "Even though our area is located few kilometers away from Capital Complex there is no proper mobile facility. It is all happening due to negligence and callous attitude of BSNL authorities. Further they claimed that office of the General Manager BSNL had affirmed on 10th Oct 2014 that mobile network will be installed by March 2015 at the said erected tower, but his promise has not been fulfilled. The ASCYA has appealed to the concerned MLA and administrative authorities to do the needful action urgently to improve telecom service in the Sangdupota circle.

 

Training on sickle cell trait survey of school children

BOMDILA, Jul 10: A day's training of all the Medical Officers and Lab technicians of the district on Sickle cell trait survey of all the school going children was held on July 8 at District Hospital Bomdila.

Impressing on the need to improve the monthly monitoring & reporting mechanism, master trainer, District Surveillance Officer cum District Programme Officer, Dr. DK Lama called for sincerity and commitment on the part of the medical officers for successful implementation of the programme in the district. He sought completion of the survey by the end of August 2015.

District Nodal Officer (NVBDCP) Dr. DK Mijiji and Lab technician B Sharma too imparted training on the occasion.

The first quarter review meeting on the Non Communicable Diseases (NCD) under the National Programme for Prevention and Control of Cancer, Diabetes, Cardio-Vascular Diseases and Stroke (NPCDCS) was also held on the day.

Over 90 attend Kisan Samellan

PASIGHAT, Jul 10: In all 97 progressive farmers from various villagers from Nari block attended a Kisan Samellan on pre-kharif agricultural practices and an exhibition showcasing relevant proven technologies programme here on Thursday.

The Samellan was jointly organised by the East Siang Krishi Vigyan Kendra (KVK), College of Horticulture & Forestry (CHF) and Central Agricultural University, Pasighat.

Addressing the farmers, Prof. Dr. B N Hazarika emphasised on the use of improved variety seed, seedlings and proven technologies for enhancing the production and productivity of major crops grown in the district. He advised the farming community of Seren village to use CAU R-1 improved rice variety released from Central Agricultural University, Imphal, Manipur for cultivation in North East Hill region.

Speaking as chief guest, Pasighat CHF Dean Dr. AK Pandey emphasised on development of farmers friendly technologies suitable for use in the district. While urging the KVK scientists and faculties of CHF to promote location specific, farmer-friendly improved technologies, he further suggested organising such awareness programmes on regular basis.

KVK programme coordinator Dr. Mahesh Pathak also briefed the gathering about the extensive activities performed by the KVK and the College for the benefit of farming community of the district.

Later, during an interactive programme, farmers alongwith ASMs Mibom Doye and Chige Doye interacted with the scientists of KVK and faculties of CHF and expressed their views on crops grown in their area.

 

Mock drill on disaster preparedness

PASIGHAT, Jul 10: "For warned is fore armed. So be prepared for any eventuality which will save lives and properties", said Nidhi Shrivastava, DC East Siang. She was addressing the villagers of Mer, Gadum and Namsing of Mebo sub-division who had come to witness the Mega Flood Relief Mock Drill in collaboration with 17 Madras (Cochin) Flood Relief Operation Unit Military Station, Rayang at Taro Tamak.

She informed that the govt. is very concerned about the security of the public. Therefore, all should avail the opportunity and learn about relief and rescue operations and react to the situation immediately.

Deepak Shinde, ADC cum Incident Commander said that the mock drill has been carried out in the area because it is the most flood prone area of the district.

In case of any disaster, first responders will be the local people. Therefore, they have the responsibility to know more about the relief and rescue operation. Hence practical demonstration is being provided, informed Shinde.

Kaling Dai, ZPC appealed the villagers to witness the demonstration attentively and utilize the knowledge in case of any emergency.

Dr. Mandip Perme, DMO elaborated on the steps to be taken during and after flood. There is always chance of epidemic after flood for which the medical department will support the villagers, he said and emphasised on the importance of precautionary measures including drinking boiled water, keeping the surrounding neat and clean. The DMO also appealed all to carry out test for Dengue in the General Hospital, Pasighat. He informed that impregnated mosquito nets have been distributed in the area and fogging will be done soon.

Maj. C A Kadam informed that demonstration on rescue, evacuation and safety of the victims will be done and medical, flooding, clothing facilities will also be highlighted. Genden Tsumo, DDMO said that the area is frequently ravaged by flood and many times it remains cut off. However, she re-assured the people that the administration and the govt is always with them. Supreme Court issues notice to Assam Govt.

ITANAGAR, Jul 10: The Supreme Court of India has issued notice to State of Assam for violating status quo along Assam-Arunachal border today. The apex court issued the order following the filing of application for maintaining the status quo along the Assam-Arunachal Pradesh Border by the State of Arunachal Pradesh against the State of Assam. The application was listed today before the Supreme Court in Court No. 2 as Item No. 602. Government of Arunachal had filed the application after Assam government started construction of forest beat house at Tarasso circle. Recently when DC Papum Pare tried to visit the area, Assam police officials initially did not allow him to enter.

After hearing the counsel for the state of Arunachal Pradesh, the Court issued notice to the state of Assam and directed them to reply within two weeks time. Further court has granted one week time to government of Arunachal to file rejoinder. In the meantime the court orally advised the State of Assam not to indulge in any such activities which may unnecessarily create tension between the two States. The Counsel for State of Assam was told to convey the same to the concerned Govt. Officers. The counsel for the State of Arunachal Pradesh informed the court that the provocative action undertaken by the Govt. officers of Assam is in the territory which, the Justice Tarun Chatterjee Commission has reported that the same is under the administrative control of State of Arunachal Pradesh. The petition will again come up after three weeks for further hearing.

 Arunachal Govt has welcomed the move of the apex court. "We have been maintaining status quo but Assam has been continuously violating it. Besides indulging in provocative activities, they have been harassing our citizens by taking advantage of fact that people of Arunachal have to be dependent on national highways passing through Assam. This direction by Supreme Court is a slap on their face," shared a senior government official.

 

 

Centre urged to resolve stapled visa issue: Tuki

Itanagar, Jul 10: Arunachal Pradesh Chief Minister Nabam Tuki today said his government has urged the Centre several times to resolve the issue of stapled visa given by China to the people of the state.

While participating in a discussion initiated by Congress' Passang Dorjee Sona in Assembly on the issue, Tuki said the state government had on several occasions impressed upon the Centre to take up the issue with Beijing.

"We are Indian first and Arunachal Pradesh which, shares 1080 km border with China, is an integral part of India," Tuki said.

In 2008, China first issued stapled visa to the people of Arunachal Pradesh and Jammu and Kashmir, he said.

"In November 2009 the Centre issued an order that stapled visa is not valid," he said.

"The Centre has been maintaining strong opposition to stapled visa issued to state's young sportswomen last year for which they were deprived of their rights to participate in an international sporting event because they were not allowed to visit China," the chief minister said.

Earlier, raising the issue Sona urged the state government to move the Centre for allowing people from the state to visit China with stapled visa.

"When China is issuing stapled visa on Indian passport, why our officials and sportsmen are not allowed to visit the neighbouring country," he asked.

Stating that issuing visa is the prerogative of a country, Sona said by issuing stapled visa, China was showing a gesture.

Taking part in the discussion, opposition leader Tamiyo Taga of BJP said China had been using Arunachal as an issue for diplomatic bargain.

He said the state government should ask the Centre to resolve the issue which is detrimental for the state.

"The Centre is taking up to link China's Kunming province through the historic Stilwell Road via Myanmar. Our doors should be open for economic development," he said.

"It is better not to repeatedly raise China issue as we do not want to jeopardize the bilateral relationship between the two Asian giants," he said. Participating in the discussion, Congress member Nyamar Karbak pointed out that during the visit of Chinese President to India, all people with Mongoloid feature were removed from hotels.

"We are not Tibetans. We should move the Centre jointly," he said. PTI

 

 

Geo Enpro defends crisis handling at Kharsang Oil Fields

ITANAGAR, Jul 10: Under scrutiny for alleged mishandling of blow out in gas well 60 at Kharsang Oil Fields, on 30th June, Geo Enpro Petroleum has said that all efforts were put in place and that the leakage was handled well.

The GeoEnpro engineers who were at site itself, were first to detect the gas. The administrative wing and the technical wing of the company acted swiftly and smartly were able to prevent fire, said a press statement.  

There is not a single injury to any person or loss to any property, the company said while adding that there is no poisonous content in the gas.  

The field team attempted to contain the situation and the top management rushed to the remote site for taking all the measures to control the situation, without delay, it said.

The damage caused is one of the lowest in view of the size of problem. Irrespective of the present situation, the company has maintained its production and it is ongoing, the press statement said.

The report prepared by the State govt officers from Itanagar, who had visited the site for few minutes  does not seem to be a true representation of the actual situation due to misunderstanding of the facts, the company said.

The company team accompanied the Circle Officer to spread the awareness to the local people, about the present situation, it said. Deployment of Company fire tender along with additional fire tenders sourced from OIL India and IOCL were pressed into service immediately, it said. The GeoEnpro team had tried themselves first, and once it was felt for the requirement of outside support, they were able to mobilize the heavy and massive size resources within 24 hours, it said while adding that crisis management Team from ONGC and OIL and the company is putting all its effort to control the well.

 

Changlang DA takes action

Changlang district administration has taken suo- moto action against the M/s GeoEnpro Petroleum Limited and asked the company to rectify the gas leakage within 48 hours. The conditional order U/S 133 Cr PC was issued today by the district administration led by Chanchal Yadav. Meanwhile, numbers of organisations from Kharsang area have also given 4 days yesterday to the company to rectify the leakage.

 

 

MLAs concerned over unplanned earth cutting

Itanagar, Jul 10: Cutting across party lines, legislators in the Arunachal Pradesh Assembly today raised serious concern over unplanned and rampant cutting of earth in the state capital, which had damaged roads in recent times.

Terming it as a "serious issue", Speaker Nabam Rebia did not rule out possibility of a political nexus for which rampant earth cutting was going unabated in the state capital.

Raising the issue during Question Hour, Congress member Lombo Tayeng sought to know the preventive steps taken by the government to stop the menace.

Responding to this Chief Minister Nabam Tuki said several decisions were taken by the state cabinet to ban encroachment and earth cutting.

Attributing sandy and loose soil to the problem, Tuki said "We are the first persons to show the way."

When Tayeng wanted to know the provisions for taking action against such menace, Tuki said there was a provision in the state's Land Act where land owners have to pay security deposit before earth cutting.

"The four-lane highway from Hollongi to Banderdewa and the proposed Capital Infrastructure Development Project will end most of the problems. The Municipal Act will be strengthened further to protect the future generation," he said.  "We have to raise a collective voice to bring mass awareness on the ill effect of earth cutting," the Chief Minister said.

Responding to the issue, state PWD minister Gojen Gadi said the state government was enforcing strict rules to check the menace.

Earlier, Tayeng had pointed out that the road damage at Pappu Nallah and near Niti Vihar was due to earth cutting by chief engineers of government departments and wanted to know if responsibility would be fixed.

Independent MLA Paknga Bage termed the menace as serious and called for legal action against such persons, while BJP member Tage Taki pointed out the manmade disaster in the state capital. Congress MLA Gabriel D Wangsu termed it as an old problem and suggested for special efforts from the government to end it.

Khangteng HEP:While responding to a supplementary of MLA Tsering Tashi,  the minister in-charge of Hydro Power department today informed the Legislative Assembly that construction of 7.5 MW Khangteng HEP by  Bhilwara Energy Limited in Tawang has been put on hold due to landslide. However, restoration work is going on. The project is also targeted for completion within two years, the minister added.

Shortage of medicine: Health Minister Rajesh Tacho informed the house that the state Govt has taken effective measures for procurement and distribution of medicines to the health centres including General Hospital across the state. Responding to a supplementary, the minister further informed that apart from allocation of fund to the DMOs of the districts for purchasing medicines under Arunachal Pradesh Chief Minister Universal Health Insurance Scheme, steps have been taken for procurement of medicines at an estimated cost of Rs 17 crore through competitive bidders, the minister informed. Moreover, Committee has been formed to look into procurement/ distribution of generic and quality medicines to health centres, he said.

Heritage Bill, 2015 passed in the Assembly

Itanagar, Jul 10: The state Assembly today passed the Arunachal Pradesh Heritage Bill, 2015 by voice vote, which was laid in the House on July 7 last by state Research minister Thangwang Wangham.

Wangham, while participating in the discussion, told the House that the bill was moved with an aim to make provisions for conservation and protection of heritage sites including buildings, artifacts, structures, areas, streets and precincts of historic, cultural or environmental significance and sites of scenic beauty.

The bill would also have provisions for conservation and protection of area of environment sensitivity and matters connected with it, he said.

Wangham said the state government would constitute the Arunachal Pradesh Heritage Authority (APHA) to look after all heritage sites and monuments in the state.

"Ziro, the Apatani Cultural Landscape in Lower Subansiri district and Thembang Village at Dirang under West Kameng district, are included in UNESCO's tentative list of World Heritage Sites. For inclusion of cultural or natural landscape as World Heritage Site, it requires an Act for proper safeguard of the natural, monumental and cultural heritage for which the bill was introduced," he said. He said the local MLAs would be included as members of the APHA as suggested by BJP MLA Tage Taki from Ziro.

Taking part in the discussion, senior BJP member Japu Deru suggested for identification of all heritage sites in the state in consultation with the local people, while Congress member P D Sona termed it as a "thoughtful bill".

Stating that Arunachal was full of heritage sites, BJP MLA Laisam Simai suggested for enlisting the Stilwell Road, World War II cemetery near Jairampur in Changlang district with 1,000 graves, besides important stone pillars and bridges of Second World War period.

Senior Congress member C T Mein cited the example of Parsuram Kund in Namsai district said the famous pilgrimage site received thousands of pilgrims every year, but the state government was doing little for its conservation.

He also referred to Tameshwari Temple at Paya in the district, which could be enlisted in the world heritage list.

Women and Child Development minister Wanglin Lowangdon said the bill would inculcate the sense of belonging among the people, while Agriculture and Horticulture minister Chowna Mein suggested the Research Department be renamed as Cultural Research Department.

Deputy Speaker T Norbu Thongdok, who was in the chair asked the minister to incorporate all important suggestions in the bill before adjourning the House for the day. PTI

 

 

Governor appeals youths to be aware on important issues

ITANAGAR, Jul 10: Governor of Arunachal Pradesh, JP Rajkhowa has called upon the youth of the society to involve themselves to create awareness on the importance of Family Planning and Welfare, including gender equality, poverty alleviation, and improvement of maternal health and sustaining basic human rights.

In a message on the occasion of World Population day, the Governor expressed hope that the day will help all to review priorities towards population control, in order to ensure sustainable and inclusive development of all the people cutting across caste, creed and communities.

He said that presently, due to uncontrolled population growth, large portion of the population is suffering from poverty, starvation, malnutrition, diseases, illiteracy, lack of access to healthcare and all kinds of social, political and economic malicious and injustice. This can be alleviated, if not erased if each one of us takes necessary pragmatic steps towards population control by having not more than two or three children, he added.

Further, the Governor expressed hope that the department of Health and Family Welfare and district administration of all the districts in the state would take proactive steps in coordination with social welfare and educational NGOs to spread the message of 'Small Family Healthy Family' and 'Small Family Prosperous Family'.

 

 

Traffic wardens appeal for regularization of job

ITANAGAR, Jul 10: The Itanagar Traffic Wardens (ITW) has appealed to the state government to regularise their job at the earliest. At present more than 100 wardens are manning the traffic of Itanagar. They are working under the supervision of the office of Chief Estate Officer, Itanagar.  

"We have been running from pillar to post seeking regularisation of our job but government is not taking us seriously. Without our presence the Itanagar traffic will get messed up. Despite being paid lowly we are giving our best for the betterment of Capital Complex", said one of the traffic wardens. Further he added, "We also have family members to look after and most of us are staying in rented accommodation. How can we survive with the meager salary? Also some of the boys who were pursuing higher studies left studies with the hope that one day our jobs will be regularised. Now we all are facing a dark future." The traffic wardens have appealed to the state government in particularly chief minister and home minister to look into their grievances.

 

 

Jarken Gamlin becomes Major General

ITANAGAR, Jul 10: Brigadier Jarken Gamlin has been approved for promotion to Major General. Brigadier Gamlin has been approved for "Command and Staff".  With this, Gamlin who was commissioned into the 2/8 Gorkha Rifles on 18th June 1983 from the IMA shall become the first ever from Arunachal Pradesh to have reached the rank of a Major General in Indian Army.

Governor of Arunachal Pradesh J P Rajkhowa  and Chief Minister Nabam Tuki have congratulated Jarken Gamlin for being promoted to the rank of Major General from the state in the Indian Army.

You have made us all very proud by becoming the first Major General from the land of Rising Sun.  You have already become role model for the youths and the people of our state.  I am confident that our youths will be inspired by your achievements and follow your footprints in their future endeavours, the letter further read.

Earlier this year, when Nepal was hit by massive earthquake on April 25 with Barpak as its epicenter, Brig Jarken Gamlin was one of the two army Commanders who headed the Indian Task Force of Operation Maitri. Gamlin was assigned Pokhara region that included Barpak village.

Brigadier Gamlin is a decorated Gorkha soldier who has been conferred with Vishist Seva Medal (VSM) on occasion of the 60th Republic Day for his distinguished service of an exceptional order by the President of India. Earlier on January 26, 2006, Gamlin was conferred with coveted Sena Medal.

Third son of Late Sokjar Gamlin and Gamde Ete Gamlin, Brigadier Gamlin is an alumnus of Rama Krishna Mission School, Aalo and of Rashtriya Indian Military College, Dehradun, where he was awarded the Presidents Gold Medal for being the best all-round cadet on passing out in May 1979.

He completed his training from the National Defence Academy, Pune, in June 1982, where he later went back to serve a tenure as instructor in the early 1990's.

 

 

RGU reach out to students for bird conservation

ITANAGAR, Jul 10: In an endeavour to boost bird conservation and to promote ecotourism, particularly in the fringe area of Daying Ering Memorial Wildlife Sanctuary, CPEB, Rajiv Gandhi University organised a one day awareness programme on 'Bird conservation and Ecotourism potential', at Higher Secondary School, Borguli, East Siang targeting the students.

Dr Daniel Mize, Ecology & Wildlife Biology Unit Department of Zoology, RGU speaking on the occasion as resource person informed that for ecotourism development in any area, needs are undisturbed natural area with scenic landscape, rich wildlife and plant life.  Further, he said, state has great potential for Wildlife- based ecotourism, particularly birdlife as state has the highest species diversity of birds in India.

To reap ecotourism benefits, we need to stop overexploitation he said adding that if we stop killing then regular payments from nature is ours.

While speaking on the occasion Ripin Taba informed the gathering that state has 879 species of birds and 43 species are under threatened categories according to IUCN Red Data list, 2015. We need to conserve it else it will perish from the world, he warned.

Among others Principal Otem Borang, organiser Banggolong Megu and others teaching and non-teaching staffs attended the programme.

 

 

Admission fee to meet school requirement in Upper Subansiri

ITANAGAR, Jul 10: Various schools in Upper Subansiri District are allegedly charging admission fee from students to meet school furniture and other requirements.

However, there was no fixed fee and each school has its own fixed admission fee to meet the requirements like, bench, desks, blackboard, chalk pencil, student register books etc., informed Arunachal Anti-Corruption Sena, Upper Subansiri unit in a release.

The Anti-Corruption Sena Unit said the fact was revealed when a team of the Sena visited various schools and interacted with the headmasters of those visited schools recently.

During the team's interaction, it was told that the schools were compelled to charge the admission fee as the miscellaneous fund provided to the school by the district education department was not adequate to meet the requirements. The respective school authorities had to meet the expenditures from the admission fees, the Sena unit said.

The team was also informed by the headmasters that except books no other study materials or furniture are being provided to the schools.

As per RTE Act, free and compulsory education should be made available to children in the age group of 6-14 years, the release said, and appealed to the state government for strict implementation of the guidelines of the Act in the state.

It also urged the authorities concerned of the education department to look into matter of the alleged fee collection from students seriously.

 

 

Food & Civil Supplies Dept. denies allegation

ITANAGAR, Jul 10: The Department of Food and Civil Supplies has said that no complaint regarding black marketing of Kerosene has been received by the department so far from any quarter other than All Nyishi Students Union (ANSU).

Responding to the allegation leveled against the officials of the department, which appeared in a section of local dailies today, including The Arunachal Times, the department in a release clarified that the department officials are not involved in trading of SK oil other than issue of allocation order and periodical inspections.  It said that the allocation of SK Oil is received on quarterly basis from the Petroleum Ministry, Govt of India. The present allocation of SK Oil per month is 8,56,000 liters only against the total requirement of 24,50,000 liters. The meager allocation so received from Government of India is further allocated to the district for sub-allocation to wholesale depots and retail outlets by the district authority at their level. The department has been relentlessly pursuing Government of India for enhancement in allocation and proposed for separate allocation for heating purpose for the cold and high altitude places in the state", the release said.   

The department also clarified that TPDS SKO is meant for illumination and cooking purpose only. But there is also report from districts that various NGOs, government departments and commercial establishments pressurize the district authorities for SK Oil. Such organisations may avail non subsidized white color SKO.

The TPDS SKO is distributed through IOC appointed wholesale agencies in different districts of the state from where the retailers lift and distribute it to the consumers.

It also informed that there has been drastic curtailment of SKO allocation since last few years from Petroleum Ministry. During the first quarter of the current financial year, the department has received 104000 litre less SKO in-comparison to the last quarter's allocation of last financial year. The improvement of rural electrification and opening of new LPG agencies in the rural areas are attributed to be the main reason for curtailment of SKO, it said.

The SK Oil subsidy may be discontinued at any time by GoI and cash component will be directly credited to the account of consumers as it has already been done in case of LPG subsidy.  

The department appealed to the consumers to furnish Bank Account Number at the time of filling application for ration card in order to avail DBTL benefit. The state capital complex has already been chosen for direct transfer of subsidy of TPDS items on pilot basis, the release said.

On being receipt of the complaint from ANSU president, the authorities have directed all the Deputy Commissioners to ensure equitable distribution of SK Oil to consumers who are not having LPG connections especially BPL and Anthodaya families. The field functionaries have also been directed to make surprise checking of SKO depots and retail outlets, the release said.  

Further, the normal monitoring of the PDS activities by the department officials and there is a mechanism in place popularly known as Vigilance Committees at various levels; FPS level, circle, district and state level involving GBs, Panchayat leaders, urban bodies, administrative officers, officials from Food & Civil Supplies and Cooperation department  as well as from police to keep strict vigilance over the functioning of TPDS  network across the state to redress the grievances of consumers, if any.

 

 

Itanagar 0km premiered

ITANAGAR, Jul 10: The feature film- Itanagar 0 Km was premiered at Cinepolis 3D here this evening.

Produced by Alison Welly and Directed by Tai Gungte, the film tells the inspiring story of a struggling youth who despite failing repeatedly in his attempts to achieve something in life is always ready to do anything and is never bogged down.

The dejected boy disappointed with his ill treating brother and sister-in-law leaves home and tries to live life doing petty jobs. Unlike today's youths who find solace in doing government jobs only, the protagonist of the film Chima does every kind of jobs- from selling bamboos outside Rajiv Gandhi stadium, Naharlagun to being a Cobbler.

Chima's story is the perfect example for the proverb,  'When life gives you lemons, make lemonade'.

Award winning actor Tai Tugung is the protagonist of the film.

Speaking after the premier show, noted writer YD Thongchi expressed satisfaction with the making of the film.

"We have been watching various films made in the state that had technical faults while some had problems with direction, but now that's all improving," he said.

He congratulated the team for good camera work with beautifully shot background and good teamwork.

Government spokesperson cum Parliamentary secretary IPR  and education, Bamang Felix stated that cinemas can become one important medium to unite the people of the state.

He further informed that next year commemorating the 30th anniversary of Arunachal's statehood, a North East Film Festival will be organized at Itanagar.

 

 

Forum demands establishment of Nursing College at Changlang

ITANAGAR, Jul 10: Changlang People's Forum (CPF), in a memorandum, has appealed to the Chief Minister for establishment of the proposed State Nursing College at Changlang.

While opposing the establishment of the proposed institute at Itanagar, the Forum in its memorandum rued that the state government has deprived the district from any technical and higher education except one degree college which is also running with skeletal faculty members.

"Fruit of development should be equally shared and distributed with other lesser fortunate districts too so that there is no disparity in human resource development and deprived of their legitimate dues", the memorandum said while driving its point home.

"Further, the institute, which is understood to be sponsored under Corporate Social Responsibilities (CSR) by Coal and Oil Company operating in Changlang, deserves to be established at Changlang as we are the most affected people from the exploration of oil and open pit coal mining from Kharsang Coal fieldd", the memorandum said.

The Forum also appealed to the Chief Minister for earmarking and allocation of sufficient and proportionate fund to the district under Five years perspective plan and vision 2030.

"Changlang, being the natural resource rich district of the state tops in the revenues collection for state exchequer every year and major portion comes from oil and coal. But ironically, we received meager fund allocation from state government depriving us of much developmental work. This apathy and years of neglect and inadequate funding had pushed us several decades behind other district despite being the proud major contributors for state developments, the memorandum said.

While demanding for enhancement of DoTCL fund from the existing Rs. 25 crore to Rs100 crore annually, the Forum said that those three districts being the late starters needed extra care and attention from the government, and present allocation is inadequate to catch the pace of development with other counterpart.

 

 

Scientific cultivation of large cardamom

ITANAGAR, Jul 10: A one day long training programme on "the scientific cultivation package of practices on Large Cardamom" was organised by ICAR, KVK Anjaw here at Ziro village under Hayuliang circle on July 8. Altogether 50 farmer attended the training programme.

The resource person Rebecca Eko, Subject Matter Specialist, Horticulture emphasised on the importance and uses of large cardamom, the most promising cash crop of the district and its' potential to replace Opium cultivation.

She gave a general picture on the present scenario of the field following traditional practice, showing sun scorching due to open cultivation, lack of irrigation facilities and non-adoption of any scientific packages leading to deterioration of the plant health. Hence to mitigate the problem she urged the farmers to adopt the scientific cultivation practices of Large Cardamom by using quality planting materials, maintaining proper shade management, adopting phytosanitory measures, providing adequate irrigation during dry period, supply of organic inputs and proper post-harvest management. The farmers were also given awareness on the deadly viral diseases "Chirkey and Foorkey" and its preventive measures.

S. Peter Singh, SMS, Social Science encouraged the farmers to form Farmers Club and register in the state marketing board, so that they could avail the total benefit of their produce.

Senpon Ngomle, SMS, Plant Pathology spoke on soil borne and fungal diseases affecting Large Cardamom plantation and gave them its remedial measures.

Khoisnam Naveen, SMS, Agronomy advised the farmers to adopt intercropping of legumes in Large Cardamom plantation.

Khuweso Tamai, General Secretary, Farmer Club, Hayuliang, a local interpreter, explained about the importance of scientific cultivation practices involved in large cardamom and asked the farmers to adopt it in the local dialogue.

 

 

Wakro farmers enthusiastic about organic farming

WAKRO, Jul 10: Wakro Circle has natural resources in abundance with very good soil and vast scope diversification from the existing crops like Oranges, Cinnamon. It has vast potential to move from regular farming to Organic Farming to improve on the yield, start new produces that could fuel the economy of Arunachal Pradesh. With this endeavour a hands-on three day programme was organised at Khare Village in Wakro Circle for the villagers in collaboration with Art Of Living faculty Ashim Kundu from July 7.

The programme was inaugurated on by Kambring Domingso Tayang, senior priest and ZPM Patam Rangmang.  

Kambring Domingso appealed to one and all to take maximum benefit from the programme by active participation. ZPM lauded the farmers for taking this initiative and advised them to be pioneers in Organic farming. Kambring ZPM and all the villagers thanked social leader Chinmay Panth for reaching out to the farmers in need of technical guidance. The programme saw participation of over 26 farmers.

The programme covered the organic method of preparation of the soil to improve the fertility, seed treatment, pest control, fungicide and mushroom cultivation.

Speaking on the occasion Songelum Mam and Solemso Ama   who are leading farmers of Oranges and Organic Tea said, "The points related to Organic pesticide and fungicide are useful to fix the issues we face".

Another active farmer Sonja Rangmang lauded the programme and expressed his eagerness to start preparation of the Organic Ferilizers/ Pesticides and marketing the same in the neighbourhood to spread the awareness.

Young enterprising farmer Solep Rangmang with his Son Dipen and Dinesh Rangmang have already taken to implementing the learning with vegetable cultivation to help the area to be self sufficient and turn to become a vegetable producing area in days to come.

 

 

Make good utilisation of fund: ANYA

ITANAGAR, Jul 10: The All Nyishi Youth Association (ANYA) has asked the PWD to make full utilisation of the amount sanctioned for Itanagar-Banderdewa road amounting to Rs 15 Cr. 'Bestowed money should be utilized for the carpeting and related maintenance works, as the section of this road is prone to landslides and sinking', said Biri Kakum, President ANYA.  Meanwhile, ANYA has called on the department concerned and the Minister to construct proper drains in the affected area and carry out the works with qualified workers and officials.

ANYA further appealed the Govt of Arunachal Pradesh to be reasonable while seeking compensation from the Centre, as it hinders the phase of development.

Asking for Crore(s) as compensation amount for a mere Crore's work is ridiculous and questionable ANYA said while suggesting the government to be reasonable.

Meanwhile, ANYA has appealed the school authorities, particularly in Nyishi belt not to charge extra from the students as per the norms of RTE Act. It further called on the Education Minister to revive the defunct schools.

Wrong timing

Just a day after, a BSF jawan was killed in the cross border firing at Jammu and Kashmir, today, Prime Minister Narendra Modi held bilateral talks with his Pakistani counterpart Nawaz Sharif at Ufa in Russia on the sidelines of the Shanghai Cooperation Organisation (SCO) summit. A joint statement outlining a five-point roadmap issued after the Modi-Sharif meeting said both sides agreed to discuss ways and means to expedite the Mumbai case trial in Pakistan, including additional information like providing voice samples.

Immediately after the meeting finished, BJP started making tall claims by stating that Modi has scored point over his counterpart by forcing Pakistanis to issue statement condemning terrorism in all forms. However, opposition Congress as well as BJP’s ally Shiv Sena refused to share the enthusiasm of ruling party. No doubt there is need to continue the dialogue process between two nations but the timing is highly questionable. In the past Modi had often accused Congress of being soft on Pakistan. But strangely he himself is engaging Pakistani leaders just a day after BSF jawan was killed in the cross border firing from Pakistan side. Modi’s action sends wrong message to the jawans guarding our border. Also ever since BJP came to power they have not adopted proper policy to deal with Pakistan. Government of India needs to seriously ponder over this and evolve proper policy to tackle Pakistan.

Cinema and language

Dear Editor,

Our Tribal society has always been fascinated by the glory of its own folk songs and music. And since the release of its first film Meri Dharm Meri Maa few decades back, there has been a revolution in the field of cinema in Arunachal Pradesh.

But it was limited as those films have been released in one language’s keeping 90 more languages away.

True indeed the result of slow growth of cinema in our state is due to the lack of common language which everyone can understand and speak.

Many films are made but released in one language making it limited to few regions.

Critically acclaimed and award winning films like Sonam and Crossing Bridge were also released in our state but got popular in other state then in Arunachal. It couldn’t reach the desired audience but it brought glory to our state.

The recent one is the upcoming release of film - Itanagar 0 Km. It would be an experience in itself to watch a movie in a language that we speak.

   Indeed it’s a beginning of new era in the land of mountains and rivers. Now we can proudly claim that we have our own film and do not lag behind other states in this field.

I think it will give thousand hopes in the heart of those interested in studying Cinema.

   This film will surely unearth the hidden, unexplored, unseen talents across the state and dream come true for tomorrow’s youths to make it reality.

Be ready to tackle any emergency

Dear Editor,

Through the column your esteemed daily, I would like to highlight about the lack of manpower in the Disaster Management Department, right from district to the state level.  The concern department does not have many technical experts to deal with the natural disasters. The disaster management department do not have their own search, rescue, evacuation, transportation teams.  

They engage men and materials from other line departments during man-made and natural calamities.  There is lack of proper training as well as non-availability of modern equipments like early warning system, the disaster response system, incident response system etc.  There should be awareness campaigns including work shop, mock drills, and participation from the grass root level to higher level must be ensured. To prepare for emergencies, department should be ready with food and other essential commodities including live-saving medicines, drinking water, and temporary safe shelter.

Unfortunately, the disaster management agencies of state are not well equipped to deal with crisis.      

Lastly, I would like to request the concern department to be alert, prepared and ready to face any kind of disasters.

Do the basic calculations

Dear Editor,

This is regarding the retirement age of government employees of Arunachal Pradesh. I would like to highlight some calculated out facts on the matter of increasing and retaining the retirement age.

It is found that if the retirement age is enhanced from the existing 58 years to 60 years, then government will be benefitted. If retained, it will continue to loss huge amount from state exchequer.

Here is how.

Suppose, if an employee with monthly salary of Rs.50,000 gets retired at the age of 58 years, he will draw pension @ 50% of his/her total salary (i.e Rs.25,000). On the other hand, the fresh employee who will be appointed in his place after the retirement will also draw a total salary of Rs.12 Lakhs in 24 months @ Rs.25,000 per month. At the same, the retired person will also draw a sum of Rs.6 Lakh in between the two years @Rs.25,000 per month. The total amount drawn in the two years by both the fresh employee and retired person will be Rs.18 Lakh.

In other case, if the retirement age is extended up to 60 years then only one employee will draw the salary of Rs. 50,000 per month and the total payment in  two years will be Rs. 12 Lakh. Thus government can save upto Rs. 6 Lakh, if the retirement age is extended to 60 years.

In many States in our country are maintaining the retirement age of 60 years for government employee although they are too burdened with unemployment problems like Arunachal Pradesh.

Keeping in mind the financial crisis, the Arunachal Pradesh Govt. should ponder upon the matter before taking any decision on the matter.

Though launched a short while ago, but is has created a great impact on various states of the country including Arunachal Pradesh.

Good to see that our state is promoting the event. It is now very important for us to have digital knowledge to compete with others.

It’s good to see that our state is marching ahead in today’s modern era of technology.

Day is not so far when our state will be producing pioneers for the country.
