Eleven traders booked for irregularities
CHANGLANG, Jul 10: Eleven trading units have been booked under violation of various provisions of the Legal Metrology Act, 2009 and Arunachal Pradesh Legal Metrology (Enforcement) Rule 2011 in a checking carried out by Department of Legal Metrology and Consumers Affair, Changlang unit under the supervision of its Assistant Controller here at Changlang, recently.
Among the booked trading units, a trader was booked for using unverified/unstamped weights in commercial transaction while another was booked for non display of verification certificate in his trading premises as required under the provision of the above mentioned rules. Two traders were booked selling the packaged commodities beyond the maximum retailed price and the remaining seven traders were booked for selling the packaged commodities without proper mandatory declaration as required under the provision of Legal Metrology (Packaged Commodities) Rules 2011.

ITBP assures help to keep Ward 2 clean and garbage free
ITANAGAR, Jul 10: Indo Tibetan Border Police (ITBP), Khating Hill has assured the forces' full cooperation in maintaining and keeping the Ward No. neat and clean and garbage free.

Supreme Court issues notice to Assam Govt.

After hearing the counsel for the state of Arunachal Pradesh, the Court issued notice to the state of Assam and directed them to reply within two weeks time. Further court has granted one week time to government of Arunachal to file rejoinder. In the meantime the court orally advised the State of Assam not to indulge in any such activities which may unnecessarily create tension between the two States. The Counsel for State of Assam was told to convey the same to the concerned Govt. Officers. The counsel for the State of Arunachal Pradesh informed the court that the provocative action undertaken by the Govt. officers of Assam is in the territory which, the Justice Tarun Chatterjee Commission has reported that the same is under the administrative control of State of Arunachal Pradesh. The petition will again come up after three weeks for further hearing.
Arunachal Govt has welcomed the move of the apex court. "We have been maintaining status quo but Assam has been continuously violating it. Besides indulging in provocative activities, they have been harassing our citizens by taking advantage of fact that people of Arunachal have to be dependent on national highways passing through Assam. Centre urged to resolve stapled visa issue: Tuki
Itanagar, Jul 10: Arunachal Pradesh Chief Minister Nabam Tuki today said his government has urged the Centre several times to resolve the issue of stapled visa given by China to the people of the state.
While participating in a discussion initiated by Congress' Passang Dorjee Sona in Assembly on the issue, Tuki said the state government had on several occasions impressed upon the Centre to take up the issue with Beijing.
"We are Indian first and Arunachal Pradesh which, shares 1080 km border with China, is an integral part of India," Tuki said.
In 2008, China first issued stapled visa to the people of Arunachal Pradesh and Jammu and Kashmir, he said.
"In November 2009 the Centre issued an order that stapled visa is not valid," he said.
"The Centre has been maintaining strong opposition to stapled visa issued to state's young sportswomen last year for which they were deprived of their rights to participate in an international sporting event because they were not allowed to visit China," the chief minister said.
Earlier, raising the issue Sona urged the state government to move the Centre for allowing people from the state to visit China with stapled visa.
"When China is issuing stapled visa on Indian passport, why our officials and sportsmen are not allowed to visit the neighbouring country," he asked.
Stating that issuing visa is the prerogative of a country, Sona said by issuing stapled visa, China was showing a gesture.
Taking part in the discussion, opposition leader Tamiyo Taga of BJP said China had been using Arunachal as an issue for diplomatic bargain.
He said the state government should ask the Centre to resolve the issue which is detrimental for the state.
"The Centre is taking up to link China's Kunming province through the historic Stilwell Road via Myanmar. Our doors should be open for economic development," he said.
"It is better not to repeatedly raise China issue as we do not want to jeopardize the bilateral relationship between the two Asian giants," he said. Participating in the discussion, Congress member Nyamar Karbak pointed out that during the visit of Chinese President to India, all people with Mongoloid feature were removed from hotels.

Geo Enpro defends crisis handling at Kharsang Oil Fields
ITANAGAR, Jul 10: Under scrutiny for alleged mishandling of blow out in gas well 60 at Kharsang Oil Fields, on 30th June, Geo Enpro Petroleum has said that all efforts were put in place and that the leakage was handled well.
The GeoEnpro engineers who were at site itself, were first to detect the gas. The administrative wing and the technical wing of the company acted swiftly and smartly were able to prevent fire, said a press statement.
There is not a single injury to any person or loss to any property, the company said while adding that there is no poisonous content in the gas.
The field team attempted to contain the situation and the top management rushed to the remote site for taking all the measures to control the situation, without delay, it said.
The damage caused is one of the lowest in view of the size of problem. Irrespective of the present situation, the company has maintained its production and it is ongoing, the press statement said.
The report prepared by the State govt officers from Itanagar, who had visited the site for few minutes does not seem to be a true representation of the actual situation due to misunderstanding of the facts, the company said.
The company team accompanied the Circle Officer to spread the awareness to the local people, about the present situation, it said. Itanagar, Jul 10: Cutting across party lines, legislators in the Arunachal Pradesh Assembly today raised serious concern over unplanned and rampant cutting of earth in the state capital, which had damaged roads in recent times.
Terming it as a "serious issue", Speaker Nabam Rebia did not rule out possibility of a political nexus for which rampant earth cutting was going unabated in the state capital.
Raising the issue during Question Hour, Congress member Lombo Tayeng sought to know the preventive steps taken by the government to stop the menace.
Responding to this Chief Minister Nabam Tuki said several decisions were taken by the state cabinet to ban encroachment and earth cutting.
Attributing sandy and loose soil to the problem, Tuki said "We are the first persons to show the way."
When Tayeng wanted to know the provisions for taking action against such menace, Tuki said there was a provision in the state's Land Act where land owners have to pay security deposit before earth cutting.

Heritage Bill, 2015 passed in the Assembly
Itanagar, Jul 10: The state Assembly today passed the Arunachal Pradesh Heritage Bill, 2015 by voice vote, which was laid in the House on July 7 last by state Research minister Thangwang Wangham.
Wangham, while participating in the discussion, told the House that the bill was moved with an aim to make provisions for conservation and protection of heritage sites including buildings, artifacts, structures, areas, streets and precincts of historic, cultural or environmental significance and sites of scenic beauty.
The bill would also have provisions for conservation and protection of area of environment sensitivity and matters connected with it, he said.
Wangham said the state government would constitute the Arunachal Pradesh Heritage Authority (APHA) to look after all heritage sites and monuments in the state.
"Ziro, the Apatani Cultural Landscape in Lower Subansiri district and Thembang Village at Dirang under West Kameng district, are included in UNESCO's tentative list of World Heritage Sites. For inclusion of cultural or natural landscape as World Heritage Site, it requires an Act for proper safeguard of the natural, monumental and cultural heritage for which the bill was introduced," he said. He said the local MLAs would be included as members of the APHA as suggested by BJP MLA Tage Taki from Ziro.
Taking part in the discussion, senior BJP member Japu Deru suggested for identification of all heritage sites in the state in consultation with the local people, while Congress member P D Sona termed it as a "thoughtful bill".
Stating that Arunachal was full of heritage sites, BJP MLA Laisam Simai suggested for enlisting the Stilwell Road, World War II cemetery near Jairampur in Changlang district with 1,000 graves, besides important stone pillars and bridges of Second World War period.
Senior Congress member C T Mein cited the example of Parsuram Kund in Namsai district said the famous pilgrimage site received thousands of pilgrims every year, but the state government was doing little for its conservation.
He also referred to Tameshwari Temple at Paya in the district, which could be enlisted in the world heritage list.
Women and Child Development minister Wanglin Lowangdon said the bill would inculcate the sense of belonging among the people, while Agriculture and Horticulture minister Chowna Mein suggested the Research Department be renamed as Cultural Research Department.

Traffic wardens appeal for regularization of job

ITANAGAR, Jul 10: The Itanagar Traffic Wardens (ITW) has appealed to the state government to regularise their job at the earliest. At present more than 100 wardens are manning the traffic of Itanagar. They are working under the supervision of the office of Chief Estate Officer, Itanagar.
"We have been running from pillar to post seeking regularisation of our job but government is not taking us seriously. Without our presence the Itanagar traffic will get messed up. Despite being paid lowly we are giving our best for the betterment of Capital Complex", said one of the traffic wardens. Further he added, "We also have family members to look after and most of us are staying in rented accommodation. How can we survive with the meager salary? Also some of the boys who were pursuing higher studies left studies with the hope that one day our jobs will be regularised. Now we all are facing a dark future." The traffic wardens have appealed to the state government in particularly chief minister and home minister to look into their grievances.

Food & Civil Supplies Dept. denies allegation
ITANAGAR, Jul 10: The Department of Food and Civil Supplies has said that no complaint regarding black marketing of Kerosene has been received by the department so far from any quarter other than All Nyishi Students Union (ANSU).
Responding to the allegation leveled against the officials of the department, which

The department appealed to the consumers to furnish Bank Account Number at the time of filling application for ration card in order to avail DBTL benefit. The state capital complex has already been chosen for direct transfer of subsidy of TPDS items on pilot basis, the release said.
On being receipt of the complaint from ANSU president, the authorities have directed all the Deputy Commissioners to ensure equitable distribution of SK Oil to consumers who are not having LPG connections especially BPL and Anthodaya families. The field functionaries have also been directed to make surprise checking of SKO depots and retail outlets, the release said.
Further, the normal monitoring of the PDS activities by the department officials and there is a mechanism in place popularly known as Vigilance Committees at various levels; FPS level, circle, district and state level involving GBs, Panchayat leaders, urban bodies, administrative officers, officials from Food & Civil Supplies and Cooperation department as well as from police to keep strict vigilance over the functioning of TPDS network across the state to redress the grievances of consumers, if any.

Forum demands establishment of Nursing College at Changlang
ITANAGAR, Jul 10: Changlang People's Forum (CPF), in a memorandum, has appealed to the Chief Minister for establishment of the proposed State Nursing College at Changlang.
While opposing the establishment of the proposed institute at Itanagar, the Forum in its memorandum rued that the state government has deprived the district from any technical and higher education except one degree college which is also running with skeletal faculty members.
"Fruit of development should be equally shared and distributed with other lesser fortunate districts too so that there is no disparity in human resource development and deprived of their legitimate dues", the memorandum said while driving its point home.
"Further, the institute, which is understood to be sponsored under Corporate Social Responsibilities (CSR) by Coal and Oil Company operating in Changlang, deserves to be established at Changlang as we are the most affected people from the exploration of oil and open pit coal mining from Kharsang Coal fieldd", the memorandum said.
The Forum also appealed to the Chief Minister for earmarking and allocation of sufficient and proportionate fund to the district under Five years perspective plan and vision 2030.
"Changlang, being the natural resource rich district of the state tops in the revenues collection for state exchequer every year and major portion comes from oil and coal. But ironically, we received meager fund allocation from state government depriving us of much developmental work. This apathy and years of neglect and inadequate funding had pushed us several decades behind other district despite being the proud major contributors for state developments, the memorandum said.
While demanding for enhancement of DoTCL fund from the existing Rs. 25 crore to Rs100 crore annually, the Forum said that those three districts being the late starters needed extra care and attention from the government, and present allocation is inadequate to catch the pace of development with other counterpart.
Scientific cultivation of large cardamom
ITANAGAR, Jul 10: A one day long training programme on "the scientific cultivation package of practices on Large Cardamom" was organised by ICAR, KVK Anjaw here at Ziro village under Hayuliang circle on July 8. Altogether 50 farmer attended the training programme.
The resource person Rebecca Eko, Subject Matter Specialist, Horticulture emphasised on the importance and uses of large cardamom, the most promising cash crop of the district and its' potential to replace Opium cultivation.

Khoisnam Naveen, SMS, Agronomy advised the farmers to adopt intercropping of legumes in Large Cardamom plantation.
Khuweso Tamai, General Secretary, Farmer Club, Hayuliang, a local interpreter, explained about the importance of scientific cultivation practices involved in large cardamom and asked the farmers to adopt it in the local dialogue.

Kambring ZPM and all the villagers thanked social leader Chinmay Panth for reaching out to the farmers in need of technical guidance. The programme saw participation of over 26 farmers.
The programme covered the organic method of preparation of the soil to improve the fertility, seed treatment, pest control, fungicide and mushroom cultivation.
Speaking on the occasion Songelum Mam and Solemso Ama who are leading farmers of Oranges and Organic Tea said, "The points related to Organic pesticide and fungicide are useful to fix the issues we face".
Another active farmer Sonja Rangmang lauded the programme and expressed his eagerness to start preparation of the Organic Ferilizers/ Pesticides and marketing the same in the neighbourhood to spread the awareness.
Young enterprising farmer Solep Rangmang with his Son Dipen and Dinesh Rangmang have already taken to implementing the learning with vegetable cultivation to help the area to be self sufficient and turn to become a vegetable producing area in days to come.
Make good utilisation of fund: ANYA
ITANAGAR, Jul 10: The All Nyishi Youth Association (ANYA) has asked the PWD to make
full utilisation of the amount sanctioned for Itanagar-
ANYA further appealed the Govt of Arunachal Pradesh to be reasonable while seeking compensation from the Centre, as it hinders the phase of development.
Asking for Crore(s) as compensation amount for a mere Crore's work is ridiculous and questionable ANYA said while suggesting the government to be reasonable.
Meanwhile, ANYA has appealed the school authorities, particularly in Nyishi belt not to charge extra from the students as per the norms of RTE Act. It further called on the Education Minister to revive the defunct schools.

However, opposition Congress as well as BJP’s ally Shiv Sena refused to share the enthusiasm of ruling party. No doubt there is need to continue the dialogue process between two nations but the timing is highly questionable. In the past Modi had often accused Congress of being soft on Pakistan. But strangely he himself is engaging Pakistani leaders just a day after BSF jawan was killed in the cross border firing from Pakistan side. Modi’s action sends wrong message to the jawans guarding our border. Also ever since BJP came to power they have not adopted proper policy to deal with Pakistan. Government of India needs to seriously ponder over this and evolve proper policy to tackle Pakistan.

Cinema and language
Dear Editor,
Our Tribal society has always been fascinated by the glory of its own folk songs and music. And since the release of its first film Meri Dharm Meri Maa few decades back, there has been a revolution in the field of cinema in Arunachal Pradesh.
But it was limited as those films have been released in one language’s keeping 90 more languages away.
True indeed the result of slow growth of cinema in our state is due to the lack of common language which everyone can understand and speak.
Many films are made but released in one language making it limited to few regions.
Critically acclaimed and award winning films like Sonam and Crossing Bridge were also released in our state but got popular in other state then in Arunachal. It couldn’t reach the desired audience but it brought glory to our state.
The recent one is the upcoming release of film -
Indeed it’s a beginning of new era in the land of mountains and rivers. Now we can proudly claim that we have our own film and do not lag behind other states in this field.
I think it will give thousand hopes in the heart of those interested in studying Cinema.

Through the column your esteemed daily, I would like to highlight about the lack of manpower in the Disaster Management Department, right from district to the state level. The concern department does not have many technical experts to deal with the natural disasters. The disaster management department do not have their own search, rescue, evacuation, transportation teams.

Do the basic calculations
Dear Editor,
This is regarding the retirement age of government employees of Arunachal Pradesh. I would like to highlight some calculated out facts on the matter of increasing and retaining the retirement age.
It is found that if the retirement age is enhanced from the existing 58 years to 60 years, then government will be benefitted. If retained, it will continue to loss huge amount from state exchequer.
Here is how.
Suppose, if an employee with monthly salary of Rs.50,000 gets retired at the age of 58 years, he will draw pension @ 50% of his/her total salary (i.e Rs.25,000). On the other hand, the fresh employee who will be appointed in his place after the retirement will also draw a total salary of Rs.12 Lakhs in 24 months @ Rs.25,000 per month. At the same, the retired person will also draw a sum of Rs.6 Lakh in between the two years @Rs.25,000 per month. The total amount drawn in the two years by both the fresh employee and retired person will be Rs.18 Lakh.
In other case, if the retirement age is extended up to 60 years then only one employee will draw the salary of Rs. 50,000 per month and the total payment in two years will be Rs. 12 Lakh. Thus government can save upto Rs. 6 Lakh, if the retirement age is extended to 60 years.
In many States in our country are maintaining the retirement age of 60 years for government employee although they are too burdened with unemployment problems like Arunachal Pradesh.
Keeping in mind the financial crisis, the Arunachal Pradesh Govt. should ponder upon the matter before taking any decision on the matter.
